Peñarrubia is a 6th class municipality in the province of Abra. It is the capital of the municipality.

Peñarrubia, one of the more progressive LGUs of Abra, is home to greenlands and is one with nature specially during summer.

The present municipal mayor is Honorable Antonio Amasi Domes-ag.

According to the 2000 census, it has a population of 5,515 people in 1,063 households.

Peñarrubia is politically subdivided into 9 barangays.

It is where the Presidencia (Municipal Hall), The United Church of Christ in the Philippines, St. Therese of the Child Jesus Parish Church and Convent, the Little Flower High School,Penarrubia Central School and the Rural Health Unit are located.

The place climate is characterized by 2 distinct seasons. The dry season, which occurs from November to April, is marked by daily blue skies and clear starry nights and the wet season for the rest of the year with high rainfall intensities accompanied by storms and typhoons.
